You can rule the roost by being a squatter, an illegal "legal" occupant, or you can rule the roost by applying the correct ruling.
1. Oust "Mother Hen!"
2. Set an Effective President (Precedent).
3. Establish The Correct Occupation.
4. Take Care Of the Birds.
If you take these steps, what you may get eventually may look like this:

There's no quick fix mind and these changes won't happen overnight or it's fake and you have merely swept the problems under the carpet rather than dealing with those concerned. A fanatical fundamentalist or evangelical viewpoint may seem more radical however will not accomplish the results the world needs based on it's current state. In establishing Godly PRINCIPLES it is necessary to do so with Gods values and approval since God is a person, not a set of rules. People who don't know what God is like should look up what Jesus was like. He who has seen me said Jesus has seen the Father. Matthew, Mark, Luke, and John show many different traits and characteristics of Jesus Christ. It is not a Sermon rather a portrait. of a person. An esoterical viewpoint of underlying Biblical Priciples is what is actually needed to help everybody. i.e. Taking everything the Bible says literarily. (my definition of esoterical it means "in the heavens". i.e. "in the roost" (and what happens there))
