It means: "Do you converse IN FRENCH/IN A FRENCH WAY?"
(An example of speaking in a French way means you say some phrase that means about 2-5 seperate things all-at-the-same-time simultaneously that the French person understands all of them at once, immediately. You can even speak French "using English")

Does not mean: Do you speak THE Bible; Do you Quote the Bible or Bible Verses?
It means: "DO YOU SPEAK BIBLE?!"
(Do you speak the Bible in the Bible's way?)
So that you have the Bible's meaning in what you actually say.
